How to prevent heel from sliding out of dress shoes when wearing pantyhose?

I’ve tried using cotton balls at the toe part and double stick tape doesn’t help when my feet have warmed up the inside of the shoe. Size 5 dress shoes are the smallest that can be found. Things are okay when I wear bare foot.

Get some with an ankle strap attached.
