Ok eww shoes should not have mildew and no offense but clear plastic shoes aren’t always the classiest way to go. Please throw them out and if you have to buy a new pair.

Warm water, windex and a soft sponge to scrub for the plastic. Use q-tips and old toothbrushes for the detailed areas. For the leather, lightly wet an old toothbrush and very gently scrub in circular motions, cleaning the brush often. Get a shoe polish and go over the leather to even the color again.
